SUBSTANCE USE SERVICES
New Life Program
The Public Safety Realignment Act (AB109) makes fundamental changes to California’s correctional system, shifting from the state to counties certain custodial and supervision responsibilities for individuals convicted of low-level non-violent offenses. As of October 1, 2011 those individuals released from prison whose convictions were for non-serious, non-violent felonies and who are not deemed high risk sex offenders will be placed under supervision by Riverside County Probation. Additionally, within Riverside County most individuals sentenced for non-serious, non-violent and non-sex-register-able felony offenses will remain under the jurisdiction of the County - in jail or under supervision - rather than being sent to state prison. In conjunction with Mental Health services, the Substance Use New Life Program offers outpatient groups (16 weeks), MOM’s treatment (see below) and residential services.
Day Reporting Center (DRC)
The Riverside County Probation Department Day Reporting Center is a multi-agency collaboration designed to reduce recidivism and identify and address the causes which lead to re-offending thereby building the foundation for self-sufficiency and success of realignment offenders. The DRC provides services to include Substance Use Education, Anger Management, Wellness Recovery Action Plan (WRAP), Wellness & Empowerment in Life and Living (WELL), Criminal and Addictive Thinking, Courage to Change - Interactive journaling, Triple P Parenting (Parent Support Services), GED/High School Equivalency/High School Diploma (through Riverside County Office of Education), basic computer class, Department of Public Social Services - Cal Fresh and Help with Child Support issues, Economic Development Agency (EDA) - Workforce Development Center and interview clothing.
Drinking Driver Screening Program
For the Driving Under the Influence (DUI) Program, the Courts direct individuals convicted of DUI while using alcohol or other substances to go to one of the County’s two DUI Screening Program locations. The Screening Program introduces the participants to the DUI Program, explains what is expected of them, the assistance they can get from the Screening Program, and provides them with the list of authorized DUI programs to which they can choose to be referred for education and treatment services. The Screening Program monitors client progress, evaluates client participation, and suggests additional support services that may be needed or required. PC 1000 (diversion) eligibility applies to first time non-violent drug offenses. The Court makes direct referrals to one of the County authorized PC 1000 providers for education and treatment services. The County monitors minimum requirements, criteria, and fees for both DUI and PC 1000 providers, to ensure the quality of the programs.
Drug Court / Recovery Opportunity Center
Riverside County operates four adult offender drug court programs in Riverside County (Blythe, Indio, Riverside, and Southwest). Drug Courts are highly structured, intensive treatment programs designed for felony, non-violent substance using offenders. Drug Courts require a collaborative approach that includes teams comprised of the Superior Court, Probation, District Attorney, Public Defender and the Department of Mental Health. The goals of the Drug Courts are to eliminate drug use and criminal behavior among the participants, save state tax dollars associated with prison costs by diverting participants from imprisonment and to reduce court calendar congestion and associated costs. Drug Courts Work!
MOMS Perinatal Program
This service is a 16 week, intensive outpatient treatment program for pregnant and parenting substance abusing women. Transportation is provided for women and their children. A child learning laboratory is provided as part of treatment, where women learn hands-on parenting skills. Groups cover a variety of topics specific to pregnant and parenting mothers. Special speakers are also used to provide information and referrals to other community programs available for women.
Prevention Services

We are dedicated to the implementation of comprehensive evidenced-based prevention services which follow the guidelines established by the Center for Substance Prevention. These guidelines allow for a spectrum of prevention services to meet the needs of three populations:

1. Universal Prevention: Targets the entire population. Examples: media campaigns and policies that reduce availability.
2. Selected Prevention: These prevention activities target a specific group of the population whose risk of developing substance use problems are higher than that of the general population.
3. Indicated Prevention: Services specific individuals who are exhibiting early signs or consequences of substance use.

Individual Prevention Services (IPS)
Is someone you know starting to have problems because of drugs or alcohol? Has your child gotten into trouble at school because of drugs? Does your grandmother mix her medication and alcohol? If so we can help! We now offer an Individual Prevention Service program. This program is designed for individuals aged 12 to senior citizens who are starting to see negative consequences of drug or alcohol use, but are not yet to the point of requiring treatment. Participants and their families meet with a Prevention Specialist to set up a plan o action. The intervention is custom designed and individualized and there is no charge for the service. This services is provided at all 7 of the County operated Substance Use Clinics.
Substance Use Treatment And Recovery Team (START) Program
The START Program is an intensive case management team designed to reduce repeated admissions to County Mental Health Programs. Referrals are made to START by the Inpatient Treatment Facility (ITF) and Emergency Treatment Services (ETS). START provides referrals to appropriate Substance Use programs (who accept co occurring disorder clients) as well as assisting the client to remain in the appropriate outpatient Mental Health Program.
Friday Night Live

Friday Night Live (FNL)….high school aged youth.
Club Live (CL)….middle/intermediate/junior high aged youth.
Friday Night Live Kids (FNL Kids)….elementary school aged youth.

FNL/CL/FNL Kids are school and community based peer prevention clubs designed to positively engage young people in preventing alcohol, tobacco and other drug-related problems. Members of FNL/CL/FNL Kids encourage their peers by providing safe and supportive environments where they are less likely to engage in high risk behaviors and where healthy living is modeled. FNL/CL/FNL Kids programs foster resiliency and protective factors in young people through the development of action-oriented clubs in which positive activities are planned and implemented by the young people themselves.

Residential Treatment and Detoxification Services
Riverside County contracts with a number of private agencies to provide residential recovery care for people addicted to alcohol and other drugs. These are unlocked, 24 hour recovery programs which utilize group support and sponsorship to help clients give up their substance use habits and learn how to live a life of sobriety. The County also contracts for women specific services. These programs are designed to meet the special needs of women, especially pregnant addicts. Riverside County contracts with several residential programs who provide drug and alcohol detoxification services. These programs all use the “social rehabilitation detoxification” model. Clients who are “dually diagnosed” with mental illness in addition to substance use, are allowed to take their medications as needed to stabilize their mental health.
Spanish Speaking Program
The Spanish Speaking Program is a curriculum that focuses on relapse prevention, gaining knowledge about addiction and improving interpersonal and communication skills. The program is 16 weeks in length with groups twice weekly. In addition, individual counseling in the form of treatment planning sessions, case management, random drug testing and referrals are part of the program. The outpatient treatment modality runs similar to the non-bilingual programs afforded by the Riverside county SAP.
